The Fourth Judicial Circuit has established an Appellate Division to resolve certain administrative rulings and municipal ordinance violations. The Honorable Meredith Charbula is the Administrative Judge for the Appellate Division. The cases are randomly assigned to a three-judge panel of judges from the Civil, Family, Juvenile, and Probate Divisions.
