Trial Court Administrator


Joseph Stelma, Jr., is the Trial Court Administrator for the Fourth Judicial Circuit which is the fifth largest trial court in Florida.  Mr. Stelma has served as Trial Court Administrator in the Fourth Judicial Circuit since 2008.  Mr. Stelma directs the day-to-day operations of the court systems for Clay, Duval and Nassau Counties.  Mr. Stelma is responsible for the organization and management of non-judicial functions while acting as the court liaison to other governmental agencies and departments.  Mr. Stelma oversees 95 state and city court employees.  Mr. Stelma provides assistance to the 35 circuit judges, 20 county judges and their staff with administrative needs.  He administers a 25 million dollar state and city budget.

Prior to assuming the position of Trial Court Administrator, Mr. Stelma was the Chief Deputy Court Administrator overseeing the Adult, Juvenile, and Dependency Drug Courts and Mental Health Courts for the Fourth Judicial Circuit of Florida.  Mr. Stelma’s extensive expertise in drug courts, substance abuse and mental health courts has led to national level consultant and faculty opportunities. The Fourth Judicial Circuit was a recognized mentor court for drug court programs under the leadership of Mr. Stelma. He served as a Consultant to the United States Office of Juvenile Justice and Delinquency Prevention Technical Assistance Project.  He has served as a facilitator and faculty member for the United States Department of Justice, Drug Courts Program Office; the National Council of Juvenile and Family Court Judges; the National Association of Drug Court Professionals; and American University.  He served as lead grant reviewer for the Department of Justice and the Substance Abuse and Mental Health Services Administration.  He was a member of The Jacksonville Journey which helped develop long term goals for a comprehensive community anti-crime initiative for the City of Jacksonville.
Mr. Stelma’s distinguished twenty-five (25) year career with the Jacksonville Sheriff’s Office encompassed command positions in patrol, investigations, services and he served as Director of Operations.  He is a graduate of the F.B.I. National Academy and received his Bachelor of Science in Education from Southern Illinois University at Carbondale.
